Free daytime trick-or-treating at 20-plus vendor booths in front of City Hall, with costume contests (bikes as prizes) and tens of thousands of pieces of candy. A Howl-O-Ween dog costume contest at Panorama Park kicks off the weekend the day before. Arrive early, because it draws thousands of families.
