A Leucadia surf beach at 948 Neptune Avenue with a small parking lot (including ADA spaces) on the bluff and no restrooms. California State Parks lists it as Leucadia State Beach, operated by the City of Encinitas; dogs are not allowed. The beach is below the bluff, so plan for the walk back up with small kids.
